California Governor Gavin Newsom has signed a package of seven bills designed to curb the energy and water consumption of AI data centers, ensuring they don't pass utility costs onto residents. The new laws mandate data centers to pay for upgrades to the local power grid and water systems, while requiring them to disclose their water use and meet certain efficiency standards.

Along with these measures, Newsom signed an executive order to expedite the creation of an AI “kill switch” to address potential issues. These moves come as the state grapples with the rising electricity demand and grid constraints caused by data centers.

Newsom stated in the press release, 'While the Trump administration moves toward deregulation, communities are left to deal with the consequences — higher electricity demand, grid constraints, water use, and pollution. With these laws, we are ensuring that Californians remain in the driver’s seat — and that those profiting from data centers aren’t doing so at our expense.'
