As governments struggle to manage the economic impact of superintelligent machines, OpenAI has proposed a unique blend of policies intended to distribute AI-driven prosperity more widely. The proposals include shifting tax burdens from labour to capital, introducing potential ‘robot taxes,’ and even suggesting a four-day work week with no pay cut.
OpenAI's plan reflects both traditional left-leaning mechanisms such as public wealth funds and expanded social safety nets, alongside a fundamentally capitalist approach that includes higher corporate income taxes. The company warns that the tax base may shift due to AI-driven growth, potentially reducing reliance on labour income and payroll taxes.
The document also outlines proposals for safeguarding against systemic risks posed by AI through containment plans and new oversight bodies. But while these measures aim to protect humanity, they come with growth proposals that suggest expanding infrastructure to support AI’s power demands.
OpenAI frames its suggestions as corporate responsibilities rather than government ones, which could leave those most at risk—like the workers whose jobs are automated—without adequate protection. However, it does propose portable benefit accounts, though these still rely on employer contributions and do not guarantee universal coverage.
