The Trump administration has unveiled a legislative framework for artificial intelligence (AI) in the U.S., aimed at pre-empting state-level regulations. The White House statement asserts that uniform application of this framework is crucial for fostering national innovation and competition.

Central to the framework are seven key objectives prioritizing AI innovation, which would override stricter state rules. It places significant responsibility on parents regarding child safety, advocating for greater parental control over their children’s digital environments rather than stricter platform accountability measures.

Critics argue that this approach undermines states' ability to act as early regulators of emerging risks and could harm public interest. For instance, New York's RAISE Act and California's SB-53 aim to ensure large AI companies adhere to safety protocols, a stance opposed by the administration’s framework.

David Sacks, White House AI czar, champions this pro-growth regulatory approach, aligning with ‘accelerationists’ who push for minimizing barriers to innovation. The White House document also seeks to shield developers from liability for third-party misconduct involving their models but lacks clear enforcement mechanisms for potential harms.

While the industry largely celebrates these changes, they raise concerns about the balance between fostering innovation and safeguarding public interests, particularly in areas like child safety and digital privacy.
